Microsoft Alt Key Codes
Microsoft Alt key codes are keyboard shortcuts that allow you to enter special characters and symbols using the Alt key in combination with a numeric code. The purpose of introducing the Alt key codes is to access characters that are not readily available on the keyboard on Microsoft Windows operating system.
Microsoft includes a build-in program called Character Map, which you can use to enter special characters and symbols without using the Alt key codes. Character Map utility program enables you to view the characters that are available in a selected font, and allows you to enter them by clicking on the visual key.
It is also known that having special characters in a HTML document does not have negative impact on SEO, so if your document requires it doesn't hurt to use special charcters and symbols in your web pages.
